This is free software.
There should be no severe problems for commercial use. There's even no notice or © copyright message needed in binary distributions of programs using stdlib functions.
I want to preclude that this library is mostly my personal work, but for its intention as a Standard AutoLISP® library, its features, documentation and implementation is discussed publicly and therefore a work of a group of independent contributors.
Permission to use, copy, modify and distribute this software and its documentation for any purpose is hereby granted without fee, provided
1) that the copyright notice appear in all copies,
2) that the copyright notice, this permission notice and the pointer where to download the source code for free appear in the supporting documentation of source code distributions,
3) that the name of Reini Urban not be used in advertising or publicity pertaining to distribution of the software,
4) that modifications without changing the affected symbol names may not be published, distributed nor copied without specific, written prior permission and
5) that any bugs are reported to the current maintainer of the library.
Private modifications would harm the reliance on the excepted behaviour for the AutoLISP community so they must be kept alone or sent to the maintainer to be coordinated with the project requirements. Changing names for such modifications which do not harm the library functionality is the preferred way and hereby explictly granted. So if you change any function or variable you have to change the name as well.
The current maintainer, the copyright holder and the author are so far the same person but this may change in the future and is announced in the header of the distributed source files or (on binary distributions only) in the accompaning documentation.
Redistribution for profit of the library alone requires the express, written permission of the author. It will be granted if the price for the end-user doesn't exceed the printing, copying and material costs.
Redistribution for software based on the library including the library itself is hereby explicitly granted.
It should definitely being shipped with AutoCAD® or mirrored via electronic distribution channels if it's possible to reach a wider audience.
Activities other than copying, distribution and modification of the library alone are not covered by this License; they are outside its scope.
In particular the act of using this library is not restricted.
Commercial use is explicitly granted.
